What is ISO-9994?
ISO 9994:2005 establishes requirements for lighters to ensure a reasonable degree of safety for normal use or reasonably foreseeable misuse of such lighters by users. The safety specification given in this International Standard applies to all flame-producing products commonly known as cigarette lighters, cigar lighters and pipe lighters. It does not apply to matches, nor does it apply to other flame-producing products intended solely for igniting materials other than cigarettes, cigars, and pipes. Lighters, being flame-producing devices, can, as do all flame sources, present a potential hazard to users. The safety specification given in this International Standard cannot eliminate all hazards, but is intended to reduce potential hazards to users. EN ISO 9994 includes various mechanical tests to reduce the potential hazards to users. It focuses on the design integrity and covers the tests simulating the normal use as well as the reasonably foreseeable misuse. Some of the tests in EN ISO 9994 are as follow: Functional Requirements Flame heights Flame height adjustment Resistance to spitting or sputtering and flaring Structural integrity requirements Compatibility with fuel Resistance to fuel loss Resistance to dropping Resistance to elevated temperature Resistance to internal pressure Burning behaviour Resistance to cyclic burning Resistance to continuous burning

Two technical standards relate to the safety of lighters: the International Standard EN ISO 9994:2002[8] and the European standard EN 13869:2002.[9] The International Standard establishes non-functional specifications on quality, reliability and safety of lighters and appropriate test procedures. For instance, a lighter should generate flame only through positive action on the part of the user, two or more independent actions by the user, or an actuating force greater than or equal to 15 N. The standard also specifies other safety features, such as the lighter’s maximum flame height and its resistance to elevated temperatures, dropping, and damages from continuous burning. However, the standard does not include child resistance specifications. The European standard EN 13869:2002[9] establishes child-resistance specifications and defines as novelty lighters those that resemble another object commonly recognized as appealing to children younger than 51 months, or those that have entertaining audio or animated effects. As matches, lighters, and other heat sources are the leading causes of fire deaths for children,[10] many jurisdictions, such as the EU,[11] have forbidden the marketing of novelty or non-child resistant lighters.
